These laws require medical providers (such as hospitals, medical facilities, home health care companies and other medical providers) to guarantee certain rights to patients as a condition of permitting those medical providers to participate in the Medicare and Medicaid programs and be eligible to receive payment for services under the Medicare and Medicaid programs. Similar patient rights guarantees apply to providers of Veterans medical benefits.
